Error on settings file missing

If the setting file is missing, the tool does not provide "File not found" error but it complains that some field from the setting file is missing. Add the "file not found" when EasyCloud tries to open a setting file that does not exist.

Probably, we should use parser.read_file(open(filename, 'r')) instead of parser.read(open(filename, 'r')) as the latter does not work (i.e., if the file exists, its content is not read correctly).
